SUMMARY
Synopsis of Bill
Senate Joint Memorial 49 recognizes the first Saturday of August as “Youth Day” and requests
New Mexico’s Congressional Delegation to pursue federal recognition of the day.
Significant Issues
The joint memorial recognizes and celebrates the contributions that New Mexico’s youth make
each day to the State. New Mexico has more than 500,000 people under the age of 18 among its
population.
SJM 49 encourages New Mexico’s youths to participate in socially and culturally appropriate
activities that reinforce positive behavior by strengthening their bonds with their parents, guardi-
ans and mentors on “Youth Day.” Funding to support such activities is addressed in HB 443.

New Mexico “Youth Day” would play a valued role in supporting and recognizing New Mex-
ico’s youths. This day of recognition could serve to connect communities and public schools
across the state.
New Mexico may lead the nation towards recognizing a “Youth Day,” providing young people
everywhere with the opportunity to receive the support, congratulations and positive acknowl-
edgment that can help them achieve their dreams.
In addition, the New Mexico Congressional Delegation is requested to pursue the federal desig-
nation of the first Saturday of every August to be “Youth Day.”
PERFORMANCE IMPLICATIONS
There would be some impact on the Public Education Department’s (PED) core performance
measures and benchmarks regarding parent involvement, as “Youth Day” could link to parents’
and children’s involvement with the public schools.
