SUMMARY
Synopsis of Bill
Senate Memorial 44 requests the appropriate interim legislative committee work with PRC,
AGO and the telecommunications industry to review and determine appropriate requirements for
telecommunications providers to allow for conduct of business in a competitively neutral mar-
ketplace, requests the interim committee require regular updates from PRC and Qwest on the ne-
gotiation of Qwest’s new alternative form of regulation (AFOR) plan, and requests that interim
committee report its findings to the Senate and House leadership and the governor prior to the
second session of the 47

legislature.
