A JOINT MEMORIAL

REQUESTING THE DEPARTMENT OF TRANSPORTATION TO ENSURE THAT CONTRACTORS ABIDE BY CONTRACT REQUIREMENTS.

 

     WHEREAS, the state provides economic development through contracts with private companies; and

     WHEREAS, state contracts provide jobs that in turn have strong multiplier effects in the state's small and large communities; and

     WHEREAS, many families depend on the contractor jobs for income and benefits; and

     WHEREAS, contractors have a fiduciary responsibility in the execution of those contracts; and

     WHEREAS, some employees of state contractors do not receive all the benefits to which they are entitled;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the department of transportation be requested to conduct a study of its contracts to ensure that contractor employees are afforded full access to the salaries, wages and benefits available through the contractor; and

     BE IT FURTHER RESOLVED that the department of transportation report its findings to the legislative finance committee by October 1, 2005; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the department of transportation and the legislative finance committee.
