A JOINT MEMORIAL

REQUESTING THE INDUSTRIAL TRAINING BOARD TO USE CERTAIN SELECTION CRITERIA FOR EXPENDITURE OF DEVELOPMENT TRAINING FUNDS FOR CLASSROOM AND IN-PLANT TRAINING THAT PROVIDES QUALIFIED MANPOWER RESOURCES FOR NEW OR EXPANDING INDUSTRIES IN NEW MEXICO.

 

     WHEREAS, the economic development department established a development training program, funded entirely by New Mexico taxpayers, to provide in-plant training to furnish qualified manpower resources for new or expanding industries and non-retail service sector businesses in New Mexico; and

     WHEREAS, many New Mexicans require training to increase their skill sets and secure gainful employment; and

     WHEREAS, increased interstate and international commerce has expanded the opportunities for various businesses and industries to locate in the state; and

     WHEREAS, the industrial training board is responsible for establishing policies and rules for and review and oversight of the administration of the in-plant training program; and

     WHEREAS, the current policy for expenditure of the development training fund does not ensure allocation to the areas where training and assistance will be the most effective;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the industrial training board be requested to base its selection of businesses or industries that will receive in-plant training on the following criteria:

          A. the complexity of skills needed by the company;

          B. whether the company proposes to target hard-to-employ persons;

          C. the wages and benefits of trainees and other company employees;

          D. the proposed number of trainees and the total number of jobs made available by the company;

          E. employee promotion history and retention rates of trainees and other employees of the company;

          F. the economic and environmental impacts of the company on the area;

          G. unemployment rates of the area from which trainees and employees will most likely be hired;

          H. past financial performance of the company;

          I. the community service history of the company; and

          J. other criteria the industrial training board deems important to the economic development and the quality of life of the area; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the economic development department and the industrial training board.
