AN ACT

MAKING AN APPROPRIATION TO THE HUMAN SERVICES DEPARTMENT TO ASSIST PERSONS EARNING BETWEEN ONE HUNDRED FIFTY AND THREE HUNDRED PERCENT OF THE FEDERAL POVERTY LEVEL WITH THE COSTS OF RESIDENTIAL HEATING OR ENERGY UTILITIES; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Twenty million dollars ($20,000,000) is appropriated from the general fund to the human services department for expenditure in fiscal year 2006 to assist persons who earn between one hundred fifty and three hundred percent of the federal poverty level with increased costs of residential heating or energy utilities. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
