SUMMARY
Synopsis of Bill
House Education Committee substitutes House Bill 25 appropriates $100,000 from the general
fund to the Public Education Department for the purpose of funding educational programs
through a children’s museum in Santa Fe.
FISCAL IMPLICATIONS
The Public Education Department reports the process of developing an RFP, reviewing proposals
and providing financial oversight would require approximately $7,700 in department resources.
The appropriation of $100,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
The department notes that development of such educational outreach programs based upon learn-
ing through the arts promote:

Creative, engaged, skilled and confident students for New Mexico
Family and community involvement
Cultural and traditional celebrations, appreciation and connections
Celebration and development of artistic skills and knowledge
Support to New Mexico’s new elementary arts education programs
Improved school performance, cultural preservation and rejuvenation and job training
House Bill 25/HECS differs from House Bill 25 by making no specific reference to a museum
entity, thereby avoiding any potential issues with the state’s procurement code or the state consti-
tution’s anti-donation clause.
