SUMMARY
Synopsis of Bill
House Bill 70 appropriates $25 thousand from the general fund to the Local Government Divi-
sion of the Department of Finance and Administration for the Bernalillo county anti-graffiti pro-
gram for graffiti cleanup in the area contained between Central avenue SW on the north, Rio
Bravo boulevard SW on the south, Coors boulevard SW on the west and the Rio Grande river on
the east in Bernalillo county.
FISCAL IMPLICATIONS
The appropriation of $25 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 would revert to
the general fund.
SIGNIFICANT ISSUES
According to the Department of Finance and Administration (DFA), This appropriation is in-

tended to pay for a cleanup "painter" in areas throughout the City of Albuquerque and the Rio
Grande river on the east in Bernalillo County. The painter will specifically cover existing graffiti
sites in those areas. Bernalillo County currently has an anti-graffiti program in place, which op-
erates with a $120,000 annual budget. This appropriation will increase the operating budget by
21% in FY 07. The increase is supported by the staff, and much needed by the program, since
the budget has no excess for additional cleanup.
ADMINISTRATIVE IMPLICATIONS
DFA indicates that agency has the necessary funds and capacity to administer this appropriation.
