SUMMARY
Synopsis of HGUAC Amendment
The House Government and Urban Affairs Committee amendment deletes the reference to West
Mesa High School in Albuquerque.
Synopsis of Original Bill
House Bill 229 appropriates $75 thousand general fund to the Local Government Division of the
Department of Finance and Administration (DFA) in FY06 for the second annual New Mexico
youth day to be held at West Mesa High School in Albuquerque. The bill contains an emergency
clause.
FISCAL IMPLICATIONS
The appropriation of $75 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY06 would revert to
the general fund.

SIGNIFICANT ISSUES
The Public Education Department indicated that, during the 2005 legislative session, $25.0 was
appropriated to the PED for the first annual Youth Day. PED contracted with PrimeTime for
development and implementation. The intent of the Youth Day program is to celebrate and en-
courage youths throughout the state to participate in socially and culturally appropriate activities,
reinforce positive behaviors, promote self-confidence and self-esteem and provide youths with
leadership tools. The one-day program will be offered for New Mexico youths.
ADMINISTRATIVE IMPLICATIONS
These funds were administered by PED last year; it is not clear what benefit is gained by having
them administered by DFA.
