SUMMARY
Synopsis of Bill
House Bill 431 appropriates $206.1 thousand from the general fund to the Local Government
Division (LGD) of the Department of Finance and Administration (DFA) in FY07 for electronic
medical record-keeping computer software for Dona Ana County.
FISCAL IMPLICATIONS
The appropriation of $206.1 thousand contained in this bill is a non-recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY07 would
revert to the general fund.
DFA noted that the funds requested are not sufficient to cover all costs in phase one of the pro-
ject.
SIGNIFICANT ISSUES
DFA pointed out that the Dona Ana County Health and Human Services Department (DAHHS),
stated the department offers a continuum of care through coordination, resource development

and provision of services in order to improve the quality of life in Dona Ana County. The crea-
tion of DAHHS in 2001 marked an extraordinary step toward developing a strong collaborative
in effectively integrating resources and services. Currently, four divisions comprise DAHHS:
South Central NM Prevention Coalition, Health Care Division, Maternal and Child Health Divi-
sion, DWI Division and Community Outreach Division. The County currently administers four
health related programs involved in broad community health improvements. DFA noted that a
collaborative electronic medical record keeping computer software would be the first phase in
linking providers into a single system. The system would help implement and sustain an elec-
tronic health care management information system to: 1) implement an integrated community
health care delivery system to coordinate health care access and services for uninsured and un-
derinsured county residents, 2) develop coordinated systems of care for uninsured and underin-
sured residents with chronic care conditions, and 3) enhance access to and standardize entitle-
ment and insurance programs eligibility processes throughout the county health care system.
ADMINISTRATIVE IMPLICATIONS
LGD/DFA and Dona Ana County will enter into a grant agreement for services associated with
electronic medical record keeping computer software.
