SUMMARY
Synopsis of Bill
House Bill 616 appropriates $250.0 from the general fund to the State Fair Commission to de-
velop and implement cultural, historical fine arts and performing arts education programs and to
coordinate education activities at the African-American performing arts and exhibit hall.
FISCAL IMPLICATIONS
House Bill 616 appropriates $250.0 from the general fund. Any unexpended or unencumbered
balance remaining at the end of fiscal year 2008 shall revert to the general fund. The appropria-
tion is for FY07 and FY08.

SIGNIFICANT ISSUES
According to PED, the legislation would provide for the development and implementation of cul-
tural teaching and learning activities including historical, fine arts and performing arts education
programs for activities at the African-American performing arts and exhibit hall at New Mexico
Expo.
The department indicates that educational outreach programs based upon learning through the
arts and culture promote creative, engaged, skilled and confident students for New Mexico.
PERFORMANCE IMPLICATIONS
Because of the new building of the African-American performing arts center, this program is part
of the State fairs performance target to expand the utilization of the fair and its educational pro-
grams.
ADMINISTRATIVE IMPLICATIONS
The State fair would administer the development and implementation of the program. No addi-
tional staff would be required.
