SUMMARY
Synopsis of Bill
House Bill 653 appropriates $40 thousand from the general fund to the Local Government Divi-
sion (LGD) of the Department of Finance and Administration (DFA) in FY07 to support the
Eight International Crime Free Conference in Albuquerque in August 2006.
FISCAL IMPLICATIONS
The appropriation of $40 thousand contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 would revert to
the general fund.
SIGNIFICANT ISSUES
The International Crime Free Association is a 501(c)3 non-profit organization dedicated to those
whose mission is related to the goal and purpose of the Crime Free Programs, in which coalitions
of police, property managers, and residents of rental properties in communities across the county
and abroad work together to keep crime out of rental properties. Crime-Free Multi-Housing pro-

grams, based on these coalitions, have achieved reductions in police calls of as much as 90 per-
cent in high-crime areas of cities.
DFA noted that this conference information to business communities associated rental housing,
hotels, condominiums, mini-storage, manufactured housing. A law enforcement certification
course will be taught. Business and property owners will be taught how to make businesses and
communities safer. The conference attracts hundreds of participants from around the United
States and from abroad.
ADMINISTRATIVE IMPLICATIONS
This appropriation can be administered by LGD/DFA with existing staff.
