SUMMARY
Synopsis of Bill
House Bill 848 appropriates $50,000 from the general fund to the Local Government Division of
the Department of Finance and Administration to begin implementation by Torrance County of
the Estancia Basin Regional Water Plan.
FISCAL IMPLICATIONS
The appropriation of $50,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.

SIGNIFICANT ISSUES
According to the Department of Finance and Administration, the Estancia Basin was the first of
13 regions in the state to have finished and gain approval by the State Engineer of its regional
water plan. Yet, like all good plans, it suffers from the lack of resources sufficient to fully im-
plement its objectives and strategies. HB848 provides funds to do just that.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
House Bill 847 appropriates $50,000 to develop a water model for the Estancia Basin.
Both House Joint Memorial 53 and Senate Joint Memorial 36 state concerns about the Estancia
Basin Regional Water Plan with regard to the exportation of water mined from this basin.
TECHNICAL ISSUES
The Department of Finance and Administration’s Local Government Division recommends that
the appropriation be made to the Interstate Stream Commission.
