SUMMARY
Synopsis of Bill
House Joint Memorial 33 requests the Department of Public Safety to form a plan to obtain and
use for emergency services geographic information system address and digital mapping data
available to local governments in the state in enhanced 911 service areas. The joint memorial
requests the Department of Public Safety provide a written copy of the plan to the appropriate
legislative interim committee by December 1, 2006 and that written copies of the plan be filed in
duplicate with the Legislative Council Service library.
FISCAL IMPLICATIONS
DPS states the proposed joint memorial has no discernable fiscal impact.

SIGNIFICANT ISSUES
DPS reports the department will support the use of digital mapping data when the data is avail-
able from all counties. DPS states the department understands contractors are working with
counties on digital mapping data. DPS reports upon completion of the all counties updating their
digital mapping data, DPS can utilize this data if compatible into the computer-aided dispatch
system. DPS states the department will collaborate with the Department of Finance Administra-
tion’s Local Government Division to acquire completed digital mapping data. DPS reports ac-
cess to updated maps and data ensures the safety of officers and citizens of New Mexico.
PERFORMANCE IMPLICATIONS
DPS states developing a plan at this point would not be an effective and efficient use of tax pay
dollars, since all counties do not have digital mapping data available.
ADMINISTRATIVE IMPLICATIONS
DPS reports the information technology staff will need to utilize already limited personnel re-
sources in the development and discussion of this plan. DPS estimates around several individu-
als would have to commit extensive time to this matter.
