SUMMARY
Synopsis of House Joint Memorial 50
House Joint Memorial 50 endorses the concept of health care coverage for all as the state ranks
second to last in the nation with an estimated 21 percent of the population uninsured and 41 per-
cent of employers failing to offer health insurance to their employee. Additionally, the joint
memorial cites state law stating that the policy of the state is to promote optimal health; prevent
disease, disability and premature death; improve the quality of life and assure that basic health
care services are available, accessible, acceptable and culturally appropriate. The memorial also
states that providing basic treatment is a method for meeting that policy; and that the health pol-
icy should be adhered to, implemented and endorsed.
