SUMMARY

Synopsis of Bill

Senate Bill 190 appropriates $30,000 from the general fund to the Public Education Department

for the purpose of funding pre-kindergarten summer programs at nine elementary schools in Al-

buquerque for children with summer birthdays.

FISCAL IMPLICATIONS

The appropriation of $30,000 contained in this bill is a recurring expense to general fund. Any

unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert to the

general fund.

SIGNIFICANT ISSUES

Escuela de Cinco is a program which would provide educational resources based only on

a birth date, targeting a maximum of 48 students with summer birthdays planning to at-

tend nine elementary schools in the Albuquerque North Valley

•

The program began in 2004 at Alvarado Elementary School in the Valley Cluster of Al-

buquerque Public Schools.

PED currently funds Pre-K programs at Valle Vista and Eugene Field Elementary

Schools in the Albuquerque Public Schools.

PED currently funds Kindergarten Plus programs at Dolores Gonzales, Hawthorne, Los

Padillas, Mountain View and Valle Vista Elementary Schools in Albuquerque Public

Schools.

The Executive recommendation provides $2,475,000 in base funding with a program extension

of $2,525,000 to the PED in GF to continue FY 06 appropriation for Pre-K programs for which

up to 15% of the funds can be made available for innovative programs.

The Legislative Finance Committee recommendation funds statewide Pre-K programs at the

$8,000,000 level. However, this appropriation goes directly to Public Education Department, to

be co-administered through the Children, Families and Youth Department. There is budget ad-

justment authority to allow a transfer of one half of this appropriation to the Children, Families

and Youth Department, as well as a minor portion to the Department of Finance and Administra-

tion, in order to evaluate the performance of the overall Pre-K program. Legislative Finance

Committee remains concerned with availability of initial substantive performance data for the

pilot program.

Requirements for schools to provide Pre-K programs recognize that participation in quality pre-

kindergarten has a positive effect on children’s developmental growth. In general, Pre-K initia-

tives have been focused in this first year at “Title I” schools, which, due to economic disparity

are not achieving proficiency in academic progression, calculated via AYP. Additionally, two

thirds of “Title I” schools’ students qualify for the school lunch program.

This legislation seeks an additional appropriation that could be administered through current Pre-

K program funding- directive mechanisms.

This bill relates to HB 43, HB 3.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL

If SB 190 is not passed, nine elementary schools in Albuquerque will not receive this added

funding for pre-kindergarten summer programs for children with summer birthdays. This pro-

gram could be funded through the 15% innovative programs element of the Pre-K program.
