SUMMARY
Synopsis of Bill
Senate Bill 400 appropriates $68,000 from the general fund to the Board of Regents of New
Mexico State University to support an agricultural science education project at Memorial Middle
School in Las Vegas.
FISCAL IMPLICATIONS
The appropriation of $68,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.

SIGNIFICANT ISSUES
This request was not on the list of priority projects submitted by NMSU to the New Mexico
Higher Education Department (HED) for review and was not included in the Department’s fund-
ing recommendation for FY07.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
Senate Bill 415 appropriates $110,000 for the same purpose as this bill.
OTHER SUBSTANTIVE ISSUES
According to the Higher Education Department the $68,000 would be used for one FTE and re-
lated fringe benefits to support an agricultural science education project at Memorial Middle
School in Las Vegas.
