ment program of value-added agricultural enterprises in rural communities.

ADMINISTRATIVE IMPLICATIONS
The legislation would augment funding for an existing program at NMDA. No significant addi-
tional administrative impact is anticipated.
OTHER SUBSTANTIVE ISSUES
According to NMDA, the international border economic development program of value added
agriculture enterprises will provide a framework for expansion of the border economy of the
southwest border region. The international border economic development initiative will identify
resources and plan projects in the border regions that will provide more economic growth oppor-
tunities, assist producers in becoming more competitive in the marketplace, and expand domestic
and international trade.
