SUMMARY
Synopsis of Bill
Senate Bill 558 appropriates $300 thousand from the general fund to the Local Government Di-
vision (LGD) of the Department of Finance and Administration (DFA) in FY07 for Guadalupe
County or its contractor to survey and clear title to Anton Chico land grant common lands.
FISCAL IMPLICATIONS
The appropriation of $300 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 would revert to
the general fund.
SIGNIFICANT ISSUES
According to DFA, a Guadalupe County official indicates the county and Anton Chico are work-
ing together to acquire land by completing surveys, inventorying and acquiring clear titles to the
Anton Chico land grant common lands. Upon acquiring the land, the county will assist in the
plan, design and construction of a multipurpose building in Anton Chico. The multipurpose
building would house the EMS-shelter, community hall, library and other government service

programs. The county has received partial capital outlay funding for the library, but without the
land transfer, it has been placed on hold.
ADMINISTRATIVE IMPLICATIONS
LGD/DFA and Guadalupe county will enter into a grant agreement for services allowing the
county to survey and clear title to Anton Chico land grant common lands. The project will be
assigned to a project manager in the Community Development Bureau.
