SUMMARY
Synopsis of Bill
Senate Bill 567 appropriates $100,000 from the general fund to the Higher Education Depart-
ment (HED) to support a youth program at Luna Community College.
FISCAL IMPLICATIONS
The appropriation of $100,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
This proposal was not included among the special program funding requests submitted by the
LCC to the HED for review. Consequently, this proposal has not been included in the HED fis-
cal year 2007 funding recommendations to the Legislature.

ADMINISTRATIVE IMPLICATIONS
HED would receive the appropriation and then transfer it to Luna Community College which
would be responsible for administering the youth program. See Technical Issues below.
TECHNICAL ISSUES
This appropriation could be made directly to Luna Community College, which would eliminate
the necessity of routing the funds through HED.
OTHER SUBSTANTIVE ISSUES
Information provided by HED indicates that LCC works with local high schools to provide after
school and summer enrichment programs for underrepresented and disadvantaged youth. LCC
has been coordinating the youth summer enrichment program for eight years. The Youth College
Program offers two three week residential programs to junior high school students in grades 6-9
from Las Vegas and surrounding communities. Luna collaborates with New Mexico Highlands
University (NMHU) where the students are housed. Luna develops and implements the curricu-
lum that includes general information on admission, financial aid, academics, and social experi-
ences on a college campus. The program impacts over 300 students each summer.
