SUMMARY
Synopsis of Bill
Senate Bill 718 appropriates $2 million from the general fund to DOH for the purpose of provid-
ing a substance abuse treatment program in San Juan County that provides detoxification and
drug and alcohol services to adults. The program should also serve adults ordered to receive
substance abuse treatment by a court.
FISCAL IMPLICATIONS
The appropriation of $2 million contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the gen-
eral fund.
SIGNIFICANT ISSUES
DOH quotes the following statistics for San Juan County:

Ranked 8th for alcohol- and/or drug-related hospitalizations (855 hospitalizations per
100,000) from 2000-2002;
·
Ranked 4th for state-funded adult alcohol and/or drug treatment admissions (81 per 100,000)
from 2001-2003;
