Synopsis of Senate Memorial 45
Senate Memorial 45 recognizes the importance of combating noxious weed infestations through-
out the state.
Specifically the memorial notes that:
the land, water and other natural resources of New Mexico are being se-
verely impacted by invasions of noxious weeds; and
the noxious weeds compete with forage grasses and other plant species im-
portant to the economic viability of range livestock production and wildlife
management in New Mexico; and
landowners and users expend ever increasing resources to control noxious
weeds; and
prevention, early detection, rapid response and early eradication are the most
effective and least costly strategies against noxious weeds because they
combat new invasions before they expand beyond feasible control; and

New Mexico has a voluntary weed-free hay program; and
best practices to prevent and control the rapid spread of noxious weeds are
well-established by New Mexico State University and the New Mexico De-
partment of Agriculture; and
the introduction and spread of noxious weeds often come from outside the
agricultural community.
The memorial resolves that the state be encouraged to take action to reverse the trend of increas-
ing invasions, combat noxious weed infestations throughout the state and prevent the introduc-
tion of new weeds; and
The legislation further resolves that copies of this memorial be transmitted to the New Mexico
Department of Agriculture and New Mexico State University.
There is no appropriation attached to this legislation.
