if they are used for other purposes.

SUMMARY
Synopsis of Bill
Senate Resolution 1 resolves that rules of the Senate be amended to allow prefiling of bills, reso-
lutions and memorials by depositing one copy of the proposed legislation with the Chief Clerk
between December 15 and 5:00 p.m. on the Friday before a regular session begins with the bill to
be heard in the order in which it was prefiled or introduced unless the Senate directs otherwise.
Prefiled legislation is to be introduced and referred to committee on the first day of the regular
session.
SR 1 proposes to amend senate rules 11-11, 11-12 and 1`1-12-1.
FISCAL IMPLICATIONS
The bill contains no appropriation.
SIGNIFICANT ISSUES
According to Legislative Council Services staff, the impact anticipated would be none or mini-
mal. LCS would be affected only if the prefiling of bills system were to be widely utilized. Fur-
ther, LCS staff report, House rules allow prefiling of bills, but the opportunity has not been used
thus far.
The rules of the Senate may be amended by a two-thirds' vote of the senators elected or by a ma-
jority vote of the members of the Senate upon the recommendation of the Senate Rules Commit-
tee
