AN ACT

MAKING AN APPROPRIATION TO CREATE A STATEWIDE COORDINATED INFORMATION DATABASE AND COMMUNICATIONS SYSTEM TO PROVIDE AID IN LIFE-THREATENING EMERGENCIES, DISASTERS AND TERRORIST ATTACKS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Two million dollars ($2,000,000) is appropriated from the general fund to the department of public safety for the office of homeland security for expenditure in fiscal year 2008 to develop a statewide information management database and integrated communications system to address the four phases of emergency management. The program shall provide web access for local jurisdictions, support New Mexico's implementation of the national incident action plans, provide exercise support and present forms, geographic information systems and resource management that enables the projection of resources needed during an incident. The program shall also provide a database that captures and supports after-action reporting, post-incident audits and reimbursement. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the general fund.
