AN ACT

MAKING AN APPROPRIATION FOR AN AVERAGE SEVEN PERCENT SALARY INCREASE FOR TEACHERS AND EDUCATION-RELATED STAFF FOR THE 2007-2008 SCHOOL YEAR.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATIONS.--The following amounts are appropriated from the general fund to the following agencies for expenditure in fiscal year 2008 for the following purposes, and any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the general fund:

          A. one hundred thirty-six million seven hundred seventeen thousand six hundred dollars ($136,717,600) to the public education department for distribution through the state equalization guarantee distribution of the public school fund for an average seven percent salary increase for all teachers and other instructional staff, school principals and other licensed and unlicensed staff, effective the first pay period after July 1, 2007. The salary increase shall be applied prior to implementation of minimum salaries for level three-A teachers and level three-B school principals. Prior to the approval of a school district's or charter school's budget, the secretary of public education shall verify that the school district or charter school is providing the average seven percent salary increase;

          B. three million one hundred seventy-two thousand three hundred dollars ($3,172,300) to the transportation distribution of the public school fund. This appropriation includes sufficient funds for an average seven percent salary increase for transportation employees, effective the first pay period after July 1, 2007;

          C. one million eight hundred forty-two thousand one hundred dollars ($1,842,100) to the public education department for an average seven percent salary increase for public education department employees, effective the first pay period after July 1, 2007;

          D. five hundred eighty-two thousand one hundred sixty-three dollars ($582,163) to the department of finance and administration for an average seven percent salary increase for teachers in the department of health, the corrections department and the children, youth and families department, effective the first pay period after July 1, 2007. The salary increase shall be applied prior to implementation of minimum salaries for level three-A teachers and level three-B school principals; and

          E. fifty-four million eight hundred ninety-nine thousand two hundred ninety-five dollars ($54,899,295) to the higher education department for an average seven percent salary increase for faculty and staff of four- and two-year public post-secondary educational institutions, the New Mexico school for the blind and visually impaired and the New Mexico school for the deaf, effective the first pay period after July 1, 2007.
