A JOINT MEMORIAL
REQUESTING THE STATE LAND OFFICE TO NEGOTIATE WITH THE UNITED
STATES ARMY CORPS OF ENGINEERS TO ENTER INTO AN AGREEMENT FOR
AN EXCHANGE OF PROPERTY AT CONCHAS LAKE AND ALONG THE MEXICAN
BORDER.
WHEREAS, the United States army corps of engineers owns
the campground, golf course, lodge and other property at
Conchas lake; and
WHEREAS, the state land office owns property along the
border with Mexico; and
WHEREAS, the United States army corps of engineers is
seeking to acquire land along the border to enhance the
nation's security interest; and
WHEREAS, it is in the interest of the state and
communities near Conchas lake for property owned by the corps
to be used for recreation and development; and
WHEREAS, the state land office has the authority to
negotiate and exchange land to the advantage of the state
trusts;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
STATE OF NEW MEXICO that the commissioner of public lands be
requested to negotiate a favorable land exchange with the
United States army corps of engineers of border property for
prime real estate at Conchas lake; and

BE IT FURTHER RESOLVED that copies of this memorial be
transmitted to the commissioner of public lands, the director
of the United States army corps of engineers and to the New
Mexico congressional delegation.
