SUMMARY
Synopsis of HCPAC Amendment
The Consumer and Public Affairs Committee amendment adds the word “active" to indicate that
the county clerks distribute
to each precinct a number of “active" ballots equal to the number of voters
in each precinct less the estimated number of absentee voters in the precinct.
Synopsis of Original Bill
House Bill 12 requires county clerks to provide each precinct ballots equal to the number of
voters in the precinct less the estimated number of absentee voters in the precinct by at least 10
days before any election. The county clerk will make available to the public a list of the number
of ballots that the clerk will provide to each precinct.
FISCAL IMPLICATIONS
According to the Secretary of State’s Office this bill contemplates ballots for both active and
inactive voters therefore printing costs will be significantly greater.

Current status of maintaining 105 percent of printed ballots for active voters minus number of
absentee voters in each precinct.
