SUMMARY
Synopsis of Bill
House Bill 28 appropriates $150 thousand from the general fund to the Tourism Department to
promote Native American cultural tourism in Albuquerque.
FISCAL IMPLICATIONS
The appropriation of $150 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall
revert to the general fund.
SIGNIFICANT ISSUES
NMTD supports HB 28, which should result in increasing the number of tourists to New Mexico.
Native American culture and lifestyle continues to be one of the top attractions that draw out-of-
state visitors to New Mexico and Albuquerque.

PERFORMANCE IMPLICATIONS
NMTD finds that this appropriation may result in increased visitation to New Mexico and, there-
fore, finds that the value of matching dollars and in-kind contributed to tribes to promote joint
Indian tourism activities would increase.
ADMINISTRATIVE IMPLICATIONS
None identified.
OTHER SUBSTANTIVE ISSUES
NMTD’s Indian Tourism Program has expanded its focus from outreach and training in cultural
tourism to promotion and advertising of all Indian tourism attractions, including gaming, hospi-
tality, entertainment and outdoor recreation in an effort to optimize the number of tours and
amount of tourism revenue to the state and the tribes.
