SUMMARY
Synopsis of Bill
House Bill 37 appropriates $100,000 from the general Fund to NMHED for San Juan College
(SJC) for expenditure in FY 2008 for the continuation of a San Juan county program at an
educational and recreational center
FISCAL IMPLICATIONS
The appropriation of $100,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the
General Fund.
SIGNIFICANT ISSUES
The proposed funding is intended to help underprivileged youth gain educational and moral
values.

NMHED has indicated that the indigent youth program has an FY07 General Fund recurring
budget of $79,900. The Executive has recommended the same amount for FY 2008. The current
year budget was appropriated in Laws 2006, Ch. 109 (HB2), and the monies go directly to SJC,
not NMHED.
PERFORMANCE IMPLICATIONS
Any monitoring or evaluation of the program would more likely be achieved through the
NMHED rather than the college when the funds are appropriated to HED.
