SUMMARY
Synopsis of Bill
House Bill 39 appropriates $870 thousand from the general fund to department of Cultural
Affairs for the purpose of completing the second phase of construction at the Bosque Redondo
memorial project at Fort Sumner.
FISCAL IMPLICATIONS
The appropriation of $870 thousand contained in this bill is a nonrecurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the general fund.

The Bosque Redondo represents the location of a significant historical event occurring during the

Fort Sumner State Monument was dedicated on June 4, 2005. The project was appropriated a
preliminary $450 thousand for construction and planning, design and improvements at the
memorial and park at Fort Stanton in House Bill 622 during the 2006 legislative session.
Completion of construction for this project has the potential to increase both attendance and
attendance revenue.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
If House Bill 39 is not enacted, Phase II of construction at the Bosque Redondo memorial project
at Fort Sumner would not be funded through a direct general fund appropriation in FY08. If the
project remains unfunded in the current year, there is a potential for escalating costs due to
inflation in associated materials and labor.
