SUMMARY

Synopsis of Bill

House Bill 58 appropriates $250,000 from the General Fund to the Regents of NMSU for

expenditure in FY08 to pay for recruitment and retention efforts of the Alliance for

Underrepresented Students

FISCAL IMPLICATIONS

The appropriation of $250,000 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the

General Fund.

SIGNIFICANT ISSUES

The Alliance for Underrepresented Students (AUS) is a public service project of NMSU that has

been supported by annual funding under the General Appropriations Act for the past ten years.

The university submits funding requests annually for this and other initiatives that are considered

to be Research and Public Service Projects (RPSP).

The goal of the project is to increase the number of Bachelor of Science (B.S.) degrees in

Science, Technology, Engineering, and Mathematics (STEM) awarded to underrepresented

minorities and students with disabilities.

The AUS project has two programs:

1.

The statewide Alliance for Minority Participation (AMP)

2.

The Regional Alliance for Science, Mathematics, Engineering, and Technology for

Students with Disabilities (RASEM).

According to HED, this $250,000 request duplicates the FY08 base and expansion request that

NMSU had previously submitted to HED. NMSU requested a total budget of $643,600 for the

AUS project, including a base request of $393,600 and a $250,000 base expansion request.
