SUMMARY
Synopsis of Bill
House Bill 65 appropriates $1.5 million from the general fund to the public education department
to provide integrated in-school, after-school and summer supplementary literacy programs for
children in rural areas.
FISCAL IMPLICATIONS
The appropriation of $1.5 million contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall
revert to the general fund.
Appropriations contained in this bill provide funding for a rural literacy program at a minimum
of fifteen school sites where these types of programs have been previously implemented. PED
notes these sites are currently being served by a program run by Save the Children under funding
received as part of the Indian Education Act appropriation in FY07.

House Bill 2 contains an appropriation of $1 million for this program as part of the Indian
Education Act appropriation.
SIGNIFICANT ISSUES
The FY07 appropriation contained a match clause requiring a $500 thousand match be
implemented by the contractor prior to receiving funding.
Provision contained in the bill direct these programs to include pre-testing and post-testing
components.
