SUMMARY
Synopsis of Bill
House Bill 195 appropriates six million dollars ($6,000,000) from the general fund to the Chil-
dren, Youth and Families Department for expenditure in FY08 and subsequent fiscal years to
contract with the village of Roy to provide children’s services.
FISCAL IMPLICATIONS
The appropriation of six million dollars ($6,000,000) contained in this bill is a recurring expense
to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal
year 2008 shall not revert to the general fund.
This bill’s appropriation is not part of Children Youth and Families Department's request and is
not included in the Executive recommendation of Children Youth and Families Department.

SIGNIFICANT ISSUES
According to the New Mexico Public Education Department enrollment data, during the 2005-
2006 school year, the village of Roy enrolled 55 students. The number of other children, not of
public school age, is not likely to be a significant number. The appropriation, six million dol-
lars, is a significant amount for a very small, rural community. A fiscal analysis of actual costs
for an array services, not already provided by public schools or other agencies, for children,
would be needed to ensure that the appropriation could be expended.
This bill does not mention what type of children’s services the Children, Youth and Families De-
partment are to provide.
