Synopsis of Bill
The House Floor Substitute for House Consumer and Public Affairs Committee Substitute for
House Bill 200 allows landlords of mobile home parks to charge residents a fee for providing
utility services.
The fee for a mobile home park with 400 or more spaces shall not exceed 50 percent of the
residential monthly minimum customer charge set by the utility. The fee for a park with less
than four hundred spaces shall not exceed 75 percent of the residential monthly minimum
customer charge set by the utility.
FISCAL IMPLICATIONS
None identified.
SIGNIFICANT ISSUES
Under current law, a landlord may charge residents a reasonable fee to offset the cost of
administration incurred by a landlord when the landlord provides utility services to residents.
The House Floor substitute for HCPAC substitute for House Bill 200 bases the fee on the
number of spaces in the park and the utility customer charge.
