SUMMARY
Synopsis of Bill
Making an Appropriation for Regional Planning Efforts in the Espanola Basin.
House Bill 286 appropriates $150,000 from the General Fund to the Local Government Division
of the Department of Finance and Administration to have Santa Fe County continue a forum on
regional planning issues in the Espanola basin.
SIGNIFICANT ISSUES
Through the offices of Santa Fe County, Los Alamos National Lab's Water Resources Technical
Assistance Office has been conducting a forum on regional water and wastewater planning issues
in the Espanola water basin. Participants include the host county, Los Alamos and Rio Arriba
Counties, City of Espanola, the Eight Northern Pueblos (except Taos and Picuris) and the
Pueblos of Santo Domingo and Cochiti. Out of the forum process, participants seek to create a
regional water and wastewater authority.

DFA reports that House Bill 286 supports area-wide water and wastewater planning, a goal
shared by the administration and legislature alike.
