SUMMARY
Synopsis of Bill
House Bill 289 appropriates $120,000 from the General Fund to the Board of Regents of
Western New Mexico University (WNMU) for expenditure in FY 2008 and FY 2009 to fund
instructional television needs.
FISCAL IMPLICATIONS
The appropriation of $120,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2009 shall revert to the
General Fund.
SIGNIFICANT ISSUES
A public service proposal was submitted by WNMU to the New Mexico HED for review in the
amount of $118,600. The Department’s recommendation for HB 289 is in the amount of
$126,100 for FY08.

WNMU received $126,100 in recurring funding for FY07 and $123,200 in FY06.
Western New Mexico University Media Services provides instructional television (ITV), video
conferencing, and other audio-visual technology to WNMU students and local school districts.

ALTERNATIVES
The Higher Education Department suggests that funding should be requested from Computer
Systems Enhancement Fund or other technology funding source.
