Synopsis of Bill
Making an Appropriation for Disbursement to the Mid-Region Council of Governments to
Facilitate the Completion of the South Valley Multipurpose Family Services Center in Bernalillo
County
House Bill 332 appropriates $65.0 thousand in General Fund to the Local Government Division
of the Department of Finance and Administration to disburse to the Mid-Region Council of
Governments to facilitate the completion of the South Valley Multipurpose Family Services
Center in Bernalillo County.
FISCAL IMPLICATIONS
The appropriation of $65.0 thousand contained in this bill is a non-recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.

SIGNIFICANT ISSUES
The Department of Finance and Administration reports that multipurpose facilities throughout
the state have realized a positive impact for their respective communities such as the multi-
purpose center in Sandoval County, which provides various heath and social services for
residents in that area. Service providers schedule appointments to allow clientele to receive a
variety of services in one day. A family can secure medical services as well as financial, food
and utility assistance at the same facility.
Currently, the Local Government Division administers grants for this specific project with
Bernalillo County. It is therefore unclear why HB 332 calls for the disbursement of funds
through the Mid-Region Council of Governments. DFA reports that this may add an additional
tier of bureaucracy and delay the process for implementation and completion of this project.
ALTERNATIVES
DFA suggests that the appropriation language be changed to replace the Mid-Region Council of
Governments as the administrative agency and add include Bernalillo County to administer the
project since Bernalillo County currently has a prior and current legislative grant for this project.
Additionally, Bernalillo County has contracted with an architect firm and the project in design
phase.
