SUMMARY
Synopsis of Bill
The House Transportation and Public Works Committee Substitute for House Bill 365 provides
for special motor vehicle and motorcycle “Women Veterans Serve Proudly" registration plates
for women armed forces veterans.
FISCAL IMPLICATIONS
TRD has stated in previous special registration plate proposals that they cannot accurately
estimate the number of special plates that may be requested. Approximately 25,000 special
plates are currently issued under 22 different kinds. The most common are the veterans of
various armed services (9,269 total) and collegiate plates (8,957 total), but several of the special
plates have been issued in much smaller quantities.
A fee of $15.00 in addition to the regular motor vehicle registration fee will be charged for the
special motor vehicle registration plate. The Motor Vehicle Division will retain $7 and the
remaining $8 will be credited to the armed forces veterans’ license fund. If a validating sticker is
issued in lieu of the special plate this fee will be waived.

A fee of $7.00 will be charged in addition to regular registration fees for a special motorcycle
registration plate. A new fee will be charged for each year the owner desires to have the plate.
SIGNIFICANT ISSUES
TRD has requested in previous bills of this nature that the effective date be July1, 2008 due to
necessary system changes that must be made to accommodate these special registration plates.
HB 365 complies with this request and states an effective date of July 1, 2008
