SUMMARY
Synopsis of Bill
House Bill 401 appropriates $100,000 to the Board of Regents of Western New Mexico
University (WNMU) in FY 2008 to fund planning and implementation of a Basic Economic
Development Course (BEDC) in Mexico.
FISCAL IMPLICATIONS
The appropriation of $100,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the
General Fund.
SIGNIFICANT ISSUES
This appropriation is for planning and implementation of a current WNMU Basic Economic
Development Course, which is accredited by the International Economic Development Council,

in Mexico. Funds will be utilized for marketing, travel arrangements, hiring instructors and
translators, and materials. Program will begin in Juarez, Mexico and will branch out to at least
two of four other cities in Mexico in the next year.
This proposal was not submitted to the New Mexico Higher Education Department by WNMU
and was not included in the HED’s funding recommendation for FY08.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
House Bill 401 and SB 88 provide the same appropriation to WNMU for the same purpose. The
bills, however, are not identical.
