Synopsis of Bill
House Bill 649 excludes the State Fair Commission from procurement through the state
purchasing agent for purchases under $20 thousand.
SIGNIFICANT ISSUES
The State Fair Commission points out it is excluded from the requirement of procurement
through the state purchasing agent, but not from the small purchase Procurement Code
requirements, when purchasing tangible personal property, services and construction under $10
thousand. The amendment would increase this amount to $20 thousand. According to the State
Purchasing Division of GSD, this conforms the existing State Fair exemption to the same dollar
level as is included in the small purchases limit of the Procurement Code. This bill amends
NMSA 1978 13-1-99 to be consistent with 13-1-125.
