SUMMARY

Synopsis of Bill

House Bill 656 appropriates $3,000.0 from the General Fund to the Local Government Division

of the Department of Finance to provide the Albuquerque Police Department with computer

software and hardware for the comprehensive information system.

FISCAL IMPLICATIONS

The appropriation of $3,000.0 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the

General Fund.

SIGNIFICANT ISSUES

DFA reports that APD has been attempting to upgrade their current information system but has

experienced difficulty in the transfer of data from one platform to another. As a result, APD

began their CAD/RMS Integration Project that includes five initiatives to be completed over a

five year timeframe at an estimated cost of $29.7 million. The first of the five initiatives is the

Comprehensive Information System with an estimated cost of $9.6 million. Completion of all

five phases of the Integration Project will allow APD to comply with the objectives outlined in a

special audit by the Office of Internal Audit completed in September 2005.

The system upgrades will provide a more effective means of case management for police

officers. The Comprehensive Information System Project has the ability to share criminal history

information with other public safety agencies, the court system, and probation and parole to

maximize operational efficiency, departmental effectiveness and public safety services for the

citizens of Albuquerque. The system can complete the aforementioned tasks through the

deployment of relational database technology that allows linkages among data elements to

improve crime-solving capabilities; and provide database exchange technologies to facilitate

more efficient inter-agency communication and data sharing.

OTHER SUBSTANTIVE ISSUES

The funds appropriated in HB 656 only supplement the resources that are required to fully

finance this project. DFA notes that, while the appropriation is accurately targeted, the scope of

this project is distributed over several years. There is also the consideration of maintenance and

staffing requirements that are necessary to maintain the integrity of the system and its

applications.
