SUMMARY
Synopsis of Bill
House Bill 704 appropriates $75.0 from the General Fund to the Local Government Division of
the Department of Finance and Administration to pay for parent admission to athletic events in
west Las Vegas and Las Vegas schools.
FISCAL IMPLICATIONS
The appropriation of $75.0 contained in this bill is a recurring expense to the General Fund. Any
unexpended or unencumbered balance remaining at the end of FY08 shall revert to the General
Fund.
SIGNIFICANT ISSUES
The Public Education Department made the following comments about the bill:

The bill substitutes state monies for private monies.

The bill may violate the anti-donation clause of the New Mexico Constitution.

This appropriation could set a precedent with other school districts requesting the same kind of
subsidy for parent admissions to sports events.
