SUMMARY
Synopsis of Bill
House Bill 734 appropriates $250.0 in General Fund to DFA to provide a workforce
development program for young adults in Bernalillo County.
FISCAL IMPLICATIONS
The appropriation of $250.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.
SIGNIFICANT ISSUES
Workforce Development received $50.0 in FY06 to purchase equipment for a four-county
workforce training program to provide comprehensive youth services, include drop out
prevention guidance and counseling, practical work experience, summer employment,
occupation, skills training, and alternative schooling.

ADMINISTRATIVE IMPLICATIONS
This program has been administered through Bernalillo County by Youth Development Inc.
which is a non-profit. An operating agreement is in place between the County and the non-profit.
ALTERNATIVES
DFA notes that it would be more efficient to appropriate the money and assign the administrative
and contract authority to the State Workforce Development Office.
