SUMMARY
Synopsis of Bill
House Bill 829 appropriates $600 thousand from the general fund to the Public Education
Department for the purpose of implementing a promise for success program in the Gadsden
Independent School District.
FISCAL IMPLICATIONS
The appropriation of $600 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall
revert to the general fund.
The LFC remains concerned with funding initiatives outside of the funding formula as it tends to
disequalize school funding and diverts funding away from core educational needs.
Funding for truancy and dropout prevention is included in the General Appropriations Act.

SIGNIFICANT ISSUES
This is a new program that would be implemented in the district. The program is to create a
community-based comprehensive plan or strategies to reduce the number of incidence within
Dona Ana County of abuse, neglect, juvenile delinquency, truancy, youth runaways, substance
abuse and other related matters. It will also assess existing youth services and identify funding
opportunities.
