SUMMARY
Synopsis of Bill
House Bill 848 appropriates $150,000 from the General Fund to Eastern New Mexico University
(ENMU) for expenditure in FY08 to expand its child care operation that serves students,
university employees, and the community.
FISCAL IMPLICATIONS
The appropriation of $150,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.
SIGNIFICANT ISSUES
The HED indicates that the Child Development Center at ENMU currently serves 40 children,
85% of whom are children of students at the university. Priority is given to children of students,
university employees, and lastly, community members. The Child Development Center is run by

one faculty member and includes a part-time lead teacher, a cook, and work study students
usually in the field of Early Childhood Education.
The HED indicates that the proposed use of the funds include hiring a Director for the center,
increasing the number of children served from 40 to 100, locating more space to serve them, and
purchasing the requisite supplies and equipment.
This request was not submitted by ENMU to the New Mexico Higher Education Department for
review and is not included in the department’s funding recommendation for FY08.
