SUMMARY
Synopsis of Bill
House Bill 862 appropriates $160 thousand from the general fund to the Public Education
Department for after-school learning centers in the Mountainair public schools.
FISCAL IMPLICATIONS
The appropriation of $160 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall
revert to the general fund.
SIGNIFICANT ISSUES

Century Community Learning Centers program supports the creation of
community learning centers that provide academic enrichment opportunities for children,
particularly students who attend high-poverty and low-performing schools. The programs help
students meet state and local student standards in core academic subjects such as reading and

math; offers students a broad array of enrichment activities that can complement their regular
academic programs; and offers literacy and other educational services to the families of
participating children.

Century grants are awarded for five years. Projects receive a 20% reduction in funding
in year four and a 40% reduction in year five.
The Mountainair Public Schools are in the situation of having their current after-school federal
program’s funding cut and the district is looking for new sources of funding to make up for the
cut funds.
