SUMMARY
Synopsis of Bill
House Bill 916 appropriates $150.0 to provide job training services for low-income women in
Albuquerque.
FISCAL IMPLICATIONS
The appropriation of $150.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.
SIGNIFICANT ISSUES
DFA notes that HB 916 appropriates $150.0 to provide job training services for low-income
women in Albuquerque. However, the bill is silent on what specific job training services for low
income women in Albuquerque will be used. DFA suggests that this makes it difficult to
determine if $150.0 will be an adequate amount to be affective in training low income women in
Albuquerque. There are approximately 26,093 women aged 18 and over in Albuquerque who

live below the poverty line. If all 26,093 women came forward to benefit from job training
services offered as a result of HB 916, it does not appear to be enough funding to adequately
train all of them.
OTHER SUBSTANTIVE ISSUES
The Office of Workforce Training and Development notes that it may be more appropriate for
the appropriation to be made to the Office of Workforce Training and Development due to its
experience administering workforce training programs under the Workforce Investment Act of
1998.
