Synopsis of Bill

House Bill 922 relates to public holidays; and, requests the governor declare the second Monday

in June of each year “Hemophilia Awareness Day".

FISCAL IMPLICATIONS

The fiscal impact is unknown and based on if the second Monday in June of each year is being

set aside as a public or legal holiday.

SIGNIFICANT ISSUES

A public holiday or legal holiday is a holiday endorsed by the state. “Public holidays" can be

either religious, in which case they reflect the dominant religion in a country, or secular, in

which case they are usually political or historical in inspiration. "Legal holiday" is the

predominant term used within the United States; and, both federal holidays and state holidays are

usually observed.

Awareness days, on the other hand, are dates usually set by major organizations or governments

to commemoriate an idea of importance on a state, national or international level.

PERFORMANCE IMPLICATIONS

Any performance implications or impact on state public or private agencies will be determined if

the second Monday in June of each year is being set aside as a public or legal holiday.

TECHNICAL ISSUES

The body of the bill does not reflect the content within the title of the bill. The body of the bill

declares the date an “awareness day"; whereas, the title of the bill suggests a “public holiday".

OTHER SUBSTANTIVE ISSUES

The NIH reports that Hemophilia is a rare inherited bleeding disorder in which the blood does

not clot normally. When clotting factors are missing, or your body does not have enough of these

factors, it can take a long time for your blood to clot after an injury or accident. They also may

bleed internally, especially in the joints (knees, ankles, and elbows). About 18,000 people in the

United States have hemophilia. Each year, about 400 babies are born with the disorder.

Hemophilia usually occurs only in males (with very rare exceptions).

ALTERNATIVES

Enact a memorial, designating the second Monday in June of each year “Hemophilia Awareness

Day" in New Mexico.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL

The second Monday in June of each year will not be declared “Hemophilia Awareness Day".
