SUMMARY
Synopsis of Bill
House Bill 951 requests $266,000 to be appropriated from the General Fund in FY08 to the
Board of Regents of New Mexico State University (NMSU) to support allied health programs at
the Grants campus.
FISCAL IMPLICATIONS
The appropriation of $266,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.
SIGNIFICANT ISSUES
Per the NMSU-Grants Campus Executive Officer, the funding would help:
Create an allied health program
Produce trained allied health specialists (for example, hematologists, Emergency Medical
Technicians, and lab technicians)

Fulfill the workforce needs of the healthcare systems in rural northwest New Mexico
Per the Executive Officer, funding would be used to hire appropriate faculty and purchase
equipment and supplies for the labs.
This program is being developed in collaboration with the NMSU main campus. Most of the
expenditure for this program will be shared by NMSU main campus and NMSU-Grants. The
funding requested in this bill includes additional costs associated with establishing a clinical
laboratory.
This request was submitted by NMSU-Grants in the amount of $270,000 to the New Mexico
Higher Education Department for review and is not included in the Department’s funding
recommendation for FY08.
