SUMMARY
Synopsis of Bill
House Bill 1034 appropriates $100.0 for the New Mexico youth day statewide talent search for
the New Mexico youth day concert in Bernalillo County.
FISCAL IMPLICATIONS
The appropriation of $100.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the Gen-
eral Fund.
SIGNIFICANT ISSUES
HB 1034 will provide $100.0 to help finance costs associated with finding students around the
state to participate in the New Mexico Youth Day concert, performed during the New Mexico
Youth Day Holiday on Saturday, August 4, 2007 at the Los Vecinos Community Center in Ti-
jeras. Prime Time for Kids is a 501(c) (3) community-based program that reaches out to at-risk
children. The target population is middle and high school students. The goals of Prime Time are
to keep children active when they are not is school and to keep children in school. To participate

in Prime Time activities, a child must either be in school or actively pursuing a GED.
Prime Time for Kids will be going to several cities around New Mexico holding auditions for the
talent show during the Youth Day event. The funding in HB 1034 will help cover the costs of
the statewide talent search. Each year during the Youth Day Holiday event, a free concert is pro-
vided using youth from around the state.
The Youth Day will bring in over 3,000 students from around the state. In addition to the free
concert, there will be a youth rodeo, basketball games, a car show, a spelling bee, and a skate-
board competition among many other activities.

TECHNICAL ISSUES
DFA suggests that language should be changed to declare an emergency (as SB 977 does) so that
Prime Time will be able to draw down the funding before June 2007. Traveling around the state
for youth auditions and the costs associated with that will occur before this funding, as the bill is
now written, would become available.
