SUMMARY
Synopsis of HHGAC Amendment
House Health and Government Affairs Committee amendment to House Bill 1036 strikes “office
of African American affairs" and inserts in lieu thereof “the New Mexico state fair". The
amendment essentially transfers the agency which is to receive the appropriation from Office of
African American Affairs to New Mexico State Fair.
Synopsis of Original Bill
House Bill 1036 appropriates $100,000 from the general fund to Office of African American
Affairs for the African American Performing Arts Center and Exhibit Hall at the New Mexico
State Fair for expenditure in 2008 for administrative services and associated costs that support
the center in providing programs resources and events for the community and the state.

FISCAL IMPLICATIONS
The appropriation of $100,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert
to the general fund.
SIGNIFICANT ISSUES
Through literature, fine art, modern dance and music, storytelling, poetry and prose, painting,
sculpture, movement and song, we link our future to our past. The African-American
Performing Arts Center and Exhibit Hall will join other culturally unique facilities that celebrate
New Mexico’s rich and diverse heritage.
The Center and Exhibit Hall are designed to help educate the public of the history and
contributions African Americans have made in New Mexico. The facility has been designed to
actualize a vision for a place where people of all ages throughout the state can visit, study, work,
perform, and celebrate the contributions and significance of African Americans in New Mexico.
The Performing Arts Center will be used for music, theatre, special presentations, and dance
performances. The Exhibit Hall will house permanent and traveling art exhibits, as well as
provide public education programs on the history, culture, and arts of people of African descent.
As a state-owned facility, the Center and Hall will seat 300 people in a Performing Arts Center,
have an Exhibit Hall for works of art, and flexible space to support classrooms for “hands on"
educational experiences.
PERFORMANCE IMPLICATIONS
The African-American performing arts center will help the State fair meet its performance target
to expand the utilization of the fair and its educational programs.
The purpose of the Office African American Affairs is to provide public awareness, provide
information, and advocacy services to all New Mexicans and to improve the quality of life for
African Americans. The performing arts center and exhibit hall will aid OAAA more fully
achieve its purpose.
ADMINISTRATIVE IMPLICATIONS
The appropriation contained in this bill is for administrative services and associated costs that
support the center.
